Deputy General Counsel


The Deputy General Counsel for the Contracts/Corporate Counseling unit is responsible for supervising the preparation and/or review of all contract and procurement matters for the Chicago Housing Authority (“CHA”), handling all intergovernmental relationships and agreements related to contracts and commercial law matters. Additionally, the Deputy General Counsel will partner with the business departments to develop and implement policies and procedures that are designed to limit and/or eliminate the CHA’s liability exposure. The responsibilities also include counseling and advising senior management on legal matters that impact business decisions, providing corporate counseling and guidance on corporate governance, the Open Meetings Act, municipal corporate law, Illinois Housing Authorities Act, governance under HUD/federal procurement regulations, the Annual Contributions Contract, Moving to Work (“MTW”) Agreement and monetary grants awarded to CHA.
DUTIES AND RESPONSIBILITIES
Meets with CHA leadership to create, implement and enforce CHA policies, federal and state laws and regulations.
Drafts contracts, intergovernmental agreements, and various other legal documents.
Directs, oversees, manages, trains and supervises lawyers who draft contracts, intergovernmental agreements and various other legal documents.
Trains and evaluates the performance of subordinate staff to ensure development and enhancement of skills necessary to accomplish their duties.
Reviews agency solicitation documents related to procurement matters.
Keeps abreast of United States Department of Housing and Urban Development (“HUD”) regulations and policies.
Attends Board briefings and other meetings with executive leadership, as necessary.
Interprets relevant federal, state, local laws and rules and HUD’s regulations and policies.
Manages and oversees the regular maintenance of the contract tracker which details the status of all contract requests received by the Contracts/Corporate Counseling unit.
This position requires a Juris Doctor degree, admission to the Illinois Bar, General Bar of Northern District of Illinois and a minimum of ten (10) years experience of handling government procurement and contracts and five (5) years of supervisory experience.
Candidate must possess an extensive knowledge of government procurement and contracting. Must be knowledgeable about the Illinois Open Meetings Act and corporate governance. Excellent analytical skills, writing and verbal communication skills, strong organizational skills and legal research skills are required. Excellent management skills essential to supervise staff and manage complex contract and other issues.
Must also have the ability to work in an environment with aggressive deadlines.

Hybrid work schedule (position specific) This position may be eligible for one (1) remote work day following a successful completion of a 90-day probationary period according to CHA’s established policies and procedures.

Salary Range: $170,000 – 175,000 Grade: S11 FLSA: Exempt
